One pump circulates the chiller’s evaporator to keep the chiller’s internal tank at the target set point temperature. The other pump pulls out of the chiller’s internal reservoir, circulates to your downstream application, and returns back to the chiller’s internal reservoir. This is a single condenser system that can contain up to two circuits. The expansion valve holds back the refrigerant and maintains the high pressure of the condenser. Inside the expansion valve, a small orifice allows a restricted amount of refrigerant to continue to flow. As it flows through this restriction it reaches the low pressure side of the valve. This sudden pressure drop allows the refrigerant to expand from a liquid into a liquid/vapour mixture. The same amount of refrigerant flows through, it just has more space so it expands to fill this gap. Energy cost remains a major consideration in any powered equipment. While the chiller has direct impact on energy usage, there are other factors to consider.

A chiller equipped with a fixed speed compressor controls the temperature of the water traditionally with simple on/off of the compressor. This means that when the compressor runs, it runs at the designed load regardless of the process needs. A more advanced option is a hot gas bypass which technically keeps the chiller running but bypasses the hot gas if no cooling load is needed. This avoids the on/off of the compressor but results in a waste of energy since no cooling is required from the process.
